Jack then became a founding partner of Connor and Hilliard in Walpole. Returning to public service, Jack was a judge in District and Superior Courts before retiring in 2014. Greg learned from his parents how important it is to give back and improve your community.</p><p></p>

<h2>A New Era - a Clear Path Forward</h2>

<p>Greg firmly believes that an effective District Attorney must reach out beyond the courtroom. Working with local police, schools, social service providers, and other local groups to address dangerous behavior before it becomes criminal is fundamental to maintaining safe, strong, and vibrant communities.</p><p>The Norfolk County District Attorney’s Office has done ground-breaking work over the years to protect victims and save lives through prevention programs targeting substance abuse and resulting overdoses. Greg is eager to build upon those successful programs and lead the Office into a new era.</p><p>Greg is eager to establish an Emerging Adults Court to help 18-21-year-olds charged with non-violent offenses avoid a criminal conviction. He plans to create a dedicated team of attorneys and investigators to bring closure to unresolved or “cold” cases. He wants to expand community outreach programs to further protect at-risk seniors from falling victim to fraud and abuse. After his experience prosecuting the “Puppy Doe” case, Greg is seeking to establish a team to fight animal abuse. Greg also plans to write, file, and champion true hate crime legislation that would make hate crimes a felony.</p>

<p>In 2002, Greg was named the District Court prosecutor by William Keating.&nbsp;</p><p>In 2020, when Covid prevented jury trials from occurring, Greg helped found the Conviction Integrity Committee to reverse past miscarriages of justice.</p><p>In 2024, the 11 District Attorneys from across the Commonwealth named Greg Prosecutor of the Year.</p><p>Greg is a former President of the Quincy Bar Association, and a longtime member of the Norfolk County Bench Bar Committee and the Norfolk County Bar Association.&nbsp;</p><p>He is a frequent lecturer at Boston College, the Massachusetts District Attorney Association, Massachusetts Continuing Legal Education, and the Social Law Library. Greg has also been a contributing author on legal texts for MCLE and MDAA. &nbsp;</p>

He began as an intern in 1996 in William Delahunt's office, then was hired in March 2001 by William R. Keating.</p><p>In the 25 years since, he has served as a line ADA, Chief of the District Courts, Chief of the Motor Vehicle Homicide Team, Chief of the Financial Crime Unit, and, finally, Chief Trial Counsel. <p>Greg worked to bring the first Veterans Treatment Court in New England to Norfolk County in 2012. The Veterans Treatment Court prioritizes treatment over incarceration for those whose military service was followed by involvement in the criminal justice system - often rooted in substance abuse, mental health, or other issues associated with readjustment. Greg also helped implement and develop the Drug Court that has been working to stabilize lives and prevent re-offense through treatment, scaffolding, and intense supervision since 2001.<br><br>Greg is invested in supporting and expanding the use of specialized courts, like the Veterans Treatment Court and the Drug Court, in Norfolk County because they work. The targeted interventions, resources, and supervision provided by these courts make communities safer by preventing people from re-offending. They have a positive impact on the lives of defendants and their families and save taxpayer dollars.<br><br>Ten years after the first drug treatment court was founded in Miami, FL, the National Institutes of Justice (NIJ) did an evaluation of their effectiveness, including outcomes and costs. The full ten-year analysis found that one drug court they sampled was keeping people with substance use disorder from being re-arrested within two years for another felony by 70%. When the NIJ published its analysis of the second decade of drug courts, it found that participation in a Drug Court saved the system roughly $1,500 per person (including police and law enforcement costs, victimization costs, etc.). This doesn't take into account the cost in human suffering avoided by the successful participants, their families, and their children. It also doesn't take into account the monetary cost of foster care for those children had they re-offended or burial costs for those who would have overdosed without Drug Court.<br><br>Greg helped develop the Drug Court founded in Norfolk County the year he became an Assistant District Attorney. The office would go on to establish other specialty courts. Greg was most heavily involved in establishing the first Veterans Treatment Court in New England, seated at the Dedham district courthouse.<br><br>Military service, with or without combat exposure, changes those who go – often for the better. Sometimes, however, it creates problems when those men and women return and try to re-adjust to civilian life. Those difficulties sometimes simmer for years. A national study of over 22,000 veterans found that Veterans Treatment Court participants had better housing and employment outcomes as compared to other criminal justice-involved veterans. Another study found that participants have improved mental health, overall functioning, and social connectedness. As the court’s first presiding judge told the Boston Globe, “The goal of the court is to right the ship, as it were, and return them to the productive lives they led before.”<br><br>We owe our veterans no less.</p>

<p>Greg is excited to build upon the successes of the Drug Court and Veterans Court to develop and establish an Emerging Adults Court in Norfolk County, which would help young people 18-21 years old charged with non-violent offenses avoid a criminal conviction. It would connect those young adults to the supports and resources they need to avoid incarceration and be able to continue their education, find work, secure housing, and become valuable members of society.<br><br>It is time for the law to catch up with the science.&nbsp;<br><br>Advances in neuroscience have found that the brains of teens and emerging adults are not the same as the brains of adults. There is less impulse control, greater susceptibility to peer influence, less emotional regulation, less risk-reward insight and, most importantly, a much greater capacity to change. This is the case not just until age 16 or 18, which places an offender into the less punitive, more therapeutic juvenile justice system, but often into early adulthood.<br><br>At the extreme end of criminal behavior, the courts have taken this into account. In 2012, the US Supreme court ruled that it is cruel and unusual punishment to sentence juvenile murderers to life without parole nationally. The Massachusetts Supreme Judicial Court extended that age to 20 in 2024.<br><br>At the lesser extreme of the criminal justice continuum, it means addressing the forces that drive some non-violent criminal activity by emerging adults. This can be more effectively done by giving those young offenders supports and tools, rather than incarcerating them and giving them a criminal record that will impact their employment, education, and housing prospects for the rest of their lives.<br><br>As Chief of District Court prosecution under then-Norfolk DA Bill Keating, Greg was able to expand and refine the office’s juvenile diversion program using some of the same underlying philosophy, treatment, and scaffolding for youth.<br><br>The only Emerging Adults Court in Massachusetts is currently in Western Massachusetts. Working with the trial court, probation, and members of the defense bar, Greg will expand upon their model to bring an Emerging Adults Court to Norfolk County – creating a new path to accountability and stability for qualifying non-violent offenders aged 18 to 21, helping them build promising futures and reducing their likelihood of repeating criminal behavior.</p>
